this must be very simple, but I cannot assign a *mono* output to a track,
although the
track is mono. I created a mono out in the environment, but it doesn't show
up in the list
where outs or busses can be chosen, only stereo outs show up.
???

Yep. Route it to the stereo pair and pan it to the side (output) you want it
to.

Pan hard left for the odd numbered output and hard
right for the even numbered output. It's the same
method you'd use for the vast majority of mixers.

Logic does not permit the use of mono outputs. We just cannot assign
channels to them. I don't know why, I would like to do that either. But
mono outputs make sense.
Some people simply need/want mono outs. You can use two mono outs to
adjust left/right levels without panning. For surround you might need
mono outs. You can process left and right differently without busses,
which are not delay compensated yet. And for certain routing to
external gear mono outs can be handy.
There are many ways to use Logic...
