Not if you save the tool pref as a screenset. It works in L7 and
previous versions.
By the way, if you have a 2-button mouse, you can assign the right
button to the Esc key to bring up the tools. Then you just
double-click on the right button to get the arrow back. I use USB
Overdrive, a cheap shareware program, for that.
Some of your Photoshop suggestions sound good, but some of them seem
a little sideways to me - such as a tear-off tool pallet.
