The venerable freeware standalone SoundHack has a powerful varispeed
function which will do this rather nicely;

Be sure to glance through the manual, though; SoundHack is a lot more
powerful and useful than it looks...

The sad thing is, I already have Soundhack and didn't even remember
it... I probably downloaded it after reading about it here on the LUG,
and then forgot about it over the ensuing months... thanks for putting
me back in the right direction!
