There is no specific "loop by page break" command withing Logic,
but it is
still possible to do. I'm not sure what type of "looping" you are
after.
If you mean that you just want to hear the playback repeated (looping in the
bar ruler), you could put markers in corresponding to the page breaks you
have set up. Then use key commands to quickly assign your locators to the
marker boundaries, and then enable cycle.
If you mean looping objects withing the arrange window itself, you could try
this: Cut each sequence in the arrange window at the desired page break
location and put them on separate arrange window tracks, but all set to the
same instrument. This way you can turn looping on/off independantly for each
sequence. Of course musically, this wouldn't make much sense; as you'd have
page 1 then playing at the same time as page 2.

Open a time signature editor window. Select all. Then move the start time of
the first one if you want them to all move together.

Double click in the bar ruler to start playback independantly of the cycle
positions. Or as Christian already suggested, use pause mode instead of
stop/start.
