question....
Does the AU specification allow a sequencer/host application to call
AU plugins (instruments and effects) for specific patches?

I really like the compressor!

What exactly do you mean by that?
Logic saves AU patches with song data...
Settings can be saved to disc and restored...
However, unlike VST the specs don't allow for editing multiple presets
inside the plugin itself. But unlike VST the data format is consistent
so hosts can add features like undo, edit/compare or settings managers,
i.e. for program change. (Uhm, one should tell host developers about
this...)

Well, for example, say you have a song with a reverb AU plugin on it.
In Verse 1 you want this reverb to use the "ambient bathroom"
preset.
The last chorus you would like it to switch to the "Deep canyon"
preset.
OR you have a sensitive love song that includes the Flatulator VSTi.
The first chorus needs the "Cabbage and beans" preset and midway
through the chorus you want the "Buzz saw on steroids" sound. VST
in
Logic does not let you do this, only lets you increment or decrement
patches. Does AU let you ask for "bank 12, patch 14," for example?

this has nothing to do with the plugin specs. - It has to be managed by
the host itself.
There has never been a consistent way of doing this without problems.
For instance, some VSTi react on Program Changes, but a VST (or AU)
being inserted on an audio track can't, because there's no MIDI.
Nonetheless, while VST patch handling looks convenient for users
(saving patches, banks etc.), it is a pain for hosts. AU makes it very
simple for hosts to deal with preset data (only one consistent
xml-based settings format), so hosts are supposed to offer convenient
methods for handling them within a song etc. I hope that Emagic will
realize this.
I don't know if there's a possibility for a workaround to incorporate
preset changes by parameter automation.
However, you could put in more than one instance of the plugin and
automate bypass...
