John: I never really noticed that the Paste function did that! I always assumed that it pasted directly at the SPL (which it _should_ IMHO). I always knew Logic was really non-standard in the way it did copy/paste, and I pretty much always use Option-dragging or option-shift-dragging in the Arrange to move copies a a new location. It seems there is a way. Select a region to copy. Use command to Set Locators by Object. Put the SPL where you want to paste, exactly. Use Arrange command Functions --> Copy MIDI Events. The copy source times will default to the area between locators (your object), the paste destination times will default to the SPL position. This always pastes into the same track, regardless of which track is selected in the Arrange (unlike Paste), but it will paste to an exact SPL position. Unfortunately "copy midi events" only copies midi events within existing midi sequences, optionally creating a new sequence or merging, replacing etc at the SPL. It doesn't work at all for audio regions, even if the audio regions are packed in a folder.
