You can buy parts and build your own from here.

As Jeremy mentioned the water cooled systems were originally designed
to tame overclocked PCs. Over on the Cubase list there's a fellow using a
water cooled system in his studio, the two "stealth" fans are
controlled
by rheostat. It's quiet enough that no one notices it in the control room.
The "Stealth" fans are made by Vantec.

I searched all over for a cheap solution to the noise problem but
ended bucking up for the IsoRaxx. The list prices are high but I
picked up one at Guitar Center for much less. Also, the price is
sort of high for one computer, but if you've got several computers
(i've got 3) then it's not that much per machine anymore and it
makes a WORLD of difference in the noise level. I've got a Mac
and 2 PCs in my studio room and the noise is barely heard.
Plus I've got all my rack gear in it to, so it cleans things up a bit.
Worth checking out if the noise is starting to drive you crazy as it
was to me. After 12 hrs. listening to 3 fans/8 hard drives, etc, my
ears were fried at the end of the day...
