No version of windows can convert NTFS to FAT32, although it can be done
with third party utilities such as Partition Magic from Powerquest.

WinME is based on win95/98 and does not support the NTFS filesystem.

You cannot mount an NTFS filesystem in MS-DOS. There are some third-party
'NTFS-DOS' operating systems around (one is called NTFSDOS, funnily enough,
another is called NTFSPRO). These will allow you to mount an NTFS volume
with a bootable floppy, but not convert it to FAT32.
