Record the loop
Roughly adjust the start and end in the arrange window so that the loop is
the length you want.
Open up the sample editor
Click on the Cycle and play
Adjust the start point and end point so that the loop sounds ok.
Close the sample editor
Set the locators so that they represent the length of the loop in bars (i.e.
If your loops is two bars long then set your locators for bar one and bar 3
for instance)
Press "T"
(This is the Key Command for "Set Tempo By Object Length and
Locators" -
unless you've changed it)
If it asks you then choose "Globally" to change the tempo for the
whole song
The tempo of the song is now the tempo of the loop
so your second probelem is solved:

If you want to solve the first problem you then:
Open the sample editor
go to Time and Pitch machine
The original tempo will be in the box already
Enter your new tempo under "Destination"
Click Process
Close the time and pitch machine
close the sample edit window (you may want to choose to make a backup of the
original just in case it doesn't work)
Set the tempo of the song for the new tempo
And you've solved your first problem:

It actually takes less time to do than type!
