they arent.
Replace the Audigy with a professional card.
On the cheap side go for a M-Audio Audiophile 2496.
If you have some cash, get an RME Multiface with PCI card and you have the
best native system around, in many peoples opinion.
You wont get decent performance out of an Audigy using any driver I have
seen.

No, it is the audigy that is to blame.

Hey,
I have been running LAP w/win98 with 4ms of latency for
softsynth/audio editing work for quite awhile now. Its not perfect
but I've gotten alot out of it. I don't record this way as the audigy
really makes bad recordings.
As I said I run win98, but I know from spending time on this and the
cubase.net forums that there is a conflict between the ACPI settings
and audio under winxp/2000. If you can afford to get an audiophile
24/96 get it (or something comparable) but perhaps for now if you're
strapped for cash ( I know the feeling ) dealing with this ACPI issue
will get you running for awhile.
BTW I own an audiophile card but replaced it with the audigy because
it gets much lower latency with win98. Not so with the audiophile WDM
driver under winxp/2000 which I hear gets a very low 2ms.
Good Luck,
sprawling
