No, VST plugins use a 32-bit float 0.0 to 1.0 parameter range. It is only Logic that has the strange behaviour of multiplying this by 1000 & casting to integer, thus limiting the resolution to 1/1000. Or so I have been told by other VST developers, I have not actually tested this myself. And I had hoped that Logic 5 would correct this problem, & save & retrieve VST parameters as 32-bit float values, but it sounds like that unfortunately has not happened?
