I don't quite understand your question, but I'll assume
two possible angles:
1) I can't recreate this. When I numerically change the length
or position in the Event List (or Event Float), I immediately see
a graphical change in the Matrix.
2) I can't recreate this. When I set the view in the Matrix (see
View submenu) to SMPTE (instead of bars/beats), I definitely see
the numerical readout as SMPTE.

There was a graphic bug regarding (I think) what you're talking
about. Fixed in 4.04 (at least I never get it anymore).
It was the Time Ruler that was wrong, not the Object(s) in that bug.
