Thank you guys for your replies, but after looking around a bit, I found
something I've never seen before which was exactly what I was looking for.
In the Edit menu of the Sample Editor, there is something called
"Update
Arrange Position" that when checked, allows to convert the selection to
region or move the start/anchor point around while the region retains it's
original position in the arrange window.
How long has that been there. I swear it's brand new. Anyone konw what
version this first appered in?

It first appeared in 4.2.2 (April 28). Your right - its new. And long
overdue. Great to not have to mess with anchors to keep things in the
arrange
window with the same time.
