I have a novation xio-synth functioning as an audio interface but I want to
use external effects in my mixs.
Can I route a signal to an external device with the headphone send, sill
monitoring with my main stereo outs and routing the whole thing back into
logic for recording without any problems?

Only if the headphone output appears as a separate output (3-4
perhaps) in Logic. You may find that the headphone out is simply a
parallel output to the main out in the hardware.
If it's not a separate out, one trick I used to use was to temporarily
monitor in mono - route all the track/bus outputs to a "sum" bus
panned hard left; setup your send to a different "external" bus
panned
hard right, route both bus outputs to output 1-2, monitor using out 1,
use out 2 to send to the hardware.
