No, other way around.

It's certainly possible, but the volume message affects the same mixer
channelstrip fader in each case - so the last volume message wins. The
messages are indeed attached to the region, not the track, but do not
"trim" the region gain prior to the mixer (as in some other
sequencers).

It can be twitchy. The target region(s) must be selected, and I've
found that it seems to want the track automation to be visible too.
