No it's not, the rest of the application hardly uses any CPU (and the
plugins are the only thing that really make the cpu load variable).

In that case you only have one plugin that uses a serious amount of
CPU power (and can't be devided). If you start from that situation and
add another CPU-heavy plugin, you should see the other meter go up.
