A region is a rectangular box in the arrange window. Select one
before you go to Matrix. To select it, click on it once (its
color will change)
IF you need to create an empty one, simply click with the PENCIL
tool next to the track you want to use (drums, synth, etc....).
In either a blank MIDI region or a MIDI region with data inside,
if you double click it a Matrix editor will usually open. If not,
go to your top file menus.
choose:
Logic Pro / Preferences / Global / Editing
then select it using the [ Double-clicking a MIDI Region
opens..... ]

p.s. do take a look at the Hyper Editor for creating drum parts.
The ability to use the height of an entry to directly control
velocity is very nice.
