The tempo track is fussy sometimes, you have to position your mouse in exactly the right spot sometimes, but you should be able to create a new node by clicking on the track with the pencil tool, and then you can move the node with the pointer (position it so that it becomes a pointing finger) You need at least three nodes to do this, but you can make curves or ramps with this technique.
