I think that what may be happening is that the 'system' is not
releasing the PC AV drivers for Logic to use them.
Make sure that in Window's Sounds and Audio Devices Properties,
Sound's Tab that the sounds scheme is NONE.
Logic for Windows does not like to 'share' audio devices with other
programs at the same time.
First step is to ensure that you have the latest drivers for your
sound card from the manufacturers ... preferably ASIO drivers or WDM
drivers.
Then you need to run the EASI MME driver applet and plug in enabler.
Then try opening Logic.
If it still does not start up properly ... uninstall, reboot and
reinstall the Driver for the audio card.
