Also a guess.
Apple is used to having single and dual processor models, regardless
if the processor is dual core or not. While Intel does have some dual
core/processor boards, they are limited to Xeon server boards used in
business communications & embedded applications. For Apple to not
take a step backwards the commercial line of dual core/processor
mainboards has to be tested and custom built for Apple's line.
Perusing Intel's site, you will not find a commercial grade desktop
board that's dual processor/dual core.
