As far as I understand the definition, yes. It allows no "overs"
and
is fully controllable.

AdLimiter is extremely good for a freebie! Unless you are doing final
mastering, it could probably work in most situations. I'd be
comfortable using it in a pinch, though I'd want more control.
FinalPlug had a nice "creamy" sound which the others did not, but
I
could hear it working more obviously than Ozone. I never compared
AdLimiter in my tests, so I don't know how it directly compares to
FinalPlug (i.e. how far you can push each one).
