If you running OS X 10.3, try using the Exposé function. Press F9,
click the Finder window that has the file your after (use F11 if it's
on the Desktop). Click and hold the file as if you were going to
drag-and-drop it. Press F9 again. Move the cursor (with the file your
holding) over the appropriate window and press F9 again. This will
bring that window to the front where you can release the file.
If you've have a multi-button mouse (a 5 button one is best) you can
program the Exposé functions into the buttons using the Exposé
System
Preferences Panel so that you can do it all one handed.
If your not using 10.3, upgrade, It's worth it. ;-)
