In your case, since it's a velocity range you're looking for, not a time range, you would leave Position untouched, change Status to "=" and then in the new window that opens underneath choose "note." Three columns to the right of Status is a column marked "Vel" (velocity)--select "inside" for that menu. You will now have two windows underneath the word "Inside"--one for the minimum, one for the maximum range. That's it. You're finished.
