Hi Jasper.
I'm a bit late for a reply, i was on holiday and out of the loop, so forgive
me if this is old news now.

Yes. That's the point of tempo. You use it to fit this amount of music into
that amount of time.

You first find the SMPTE points or hits. You usually do this with the
director in the spotting session, cause he will often have a very clear and
concise opinion where he wants the music to begin, change and end, and why.
From this skeleton of hit points you have to build the ladder of barlines
which works best and only then you fill it with music. Still it might be
some work/luck to get over this or that transition, but hey, no one said it
was easy.
