Yes. That's the point of tempo. You first find the SMPTE points or hits. You usually do this with the director in the spotting session, cause he will often have a very clear and concise opinion where he wants the music to begin, change and end, and why. From this skeleton of hit points you have to build the ladder of barlines which works best and only then you fill it with music.
