It is only nessecary if you are using an USB interface. If you have some kind of serial port adaptor (thats midi compatible g port II etc) you can use logic without OMS. I am using my Yikes 400 G4 with a slealth serial port and my studio 4 in MTP mode (ie no OMS) and it works A O.K. If you have a new G4 (Sawtooth) be sure to get a serial adaptor that fits it.
